This handle is used on some Finn Kayak models, but will fit some other brands as a substitute for factory installed handles This is the style that screws go through the uprights so has a low deck surface area requirement. There is an alternative model slightly larger also used by Finn on some of their models it is differentiated by a different shape like an inchworm with a different screw location.
